Dawn R. Crawford, CPA
President
Dawn received her B.B.A. from Middle
Tennessee State
University
in 1983 and has been with the TML Pool since February 1988. She obtained her
CPA in 1993, and is a member of the Tennessee Society of CPA’s. She is also a
member of the Tennessee Government Finance Officers Association.
CLIENT SERVICES
Randy Williams
Director of Client Services
The Director of Client Services provides direction for daily activities of
Client Services department.
Randy Williams has served TML Pool members since April, 1995. A native of
Paris,
Tennessee, Williams is a graduate of The
University of Tennessee at Martin (B. S., 1974). He has more than 25 years of
previous local government experience including service with the City of
Paris
and as a Municipal Management Consultant with the University
of Tennessee Municipal Technical Advisory Service.
Williams has served on the TML Pool Board of Directors, the Tennessee City
Managers Association Board of Directors and the TML Board of Directors. For the
past two years Williams has been a registered TML lobbyist and serves on the
Board of Directors of the Tennessee Local Government Health Insurance Pool.

LOSS CONTROL SERVICES
Michael G. Fann, ARM-P, MBA
Director of Loss Control
The Director of Loss Control leads the Pool’s efforts of improving employee
safety and liability loss control procedures by Pool participants. The Director
administers the consulting service for the Pool's casualty and property loss
control programs, assists with the TML Pool Education & Training Program, and administers
the Pool’s "Safety Partners" Matching Grant Program.
Director of Loss Control Michael G. Fann, ARM-P, MBA, has served Tennessee
local government through his work at the Pool since January, 1986. A native of
Murfreesboro,
Fann is a graduate of MTSU (B.B.A., 1983) and Ole Miss (M.B.A., 1985). He also
received his Associate in Risk Management (ARM) designation in 1988, and
received the Risk Management for Public Entities certificate in 2001. Fann is a
past president of the Tennessee Public Risk Management Association (TnPRIMA),
and served on TnPRIMA's Board of Directors from 1992 to 1998. A former member of
the Board of Directors (2000 - 03) of the international Public Risk
Management Association (PRIMA) based in Alexandria,
Virginia, Fann also has served on PRIMA's Education Committee,
Conference Planning Committee (Chair, 2003), and Current Affairs Committee.
He remains a active contributor, presenter and participant with the Tennessee
Association of Chiefs of Police, the Tennessee City Managers Association, the
Tennessee Recreation & Parks Association, and the Tennessee Association of
Municipal Clerks & Recorders.
George Dalton, ARM-P, MCM
Assistant Director of Loss Control
The Assistant Director of Loss Control coordinates the TML Pool Education &
Training Program, assists the Director with administrative support for the
department, assists the regional Loss Control Consultants with special projects
and services for the Pool's larger members, and serves as liaison to many of the
associations with which the TML Pool has common interests.
George D. Dalton, ARM-P, MCM, has served TML Pool members since September,
1998. A native of Nashville,
Dalton
is a graduate of Tennessee
State
University (B.S., 1993) and
East
Tennessee State
University
(M.C.M., 1995). He has previous local
government experience with the City of Alcoa
as Assistant to the City Manager and Human Resources Director. Dalton
served as middle Tennessee Loss Control Consultant through the fall of 2001,
earned the ARM designation in 2001, and completed the RMPE certificate in 2002. He remains active with TnPRIMA, TCMA, TBOA,
TRPA, and the
Tennessee Personnel Management Association (TPMA).
Lottie Scobee
Executive Assistant, Loss Control
The Executive Assistant of Loss Control provides administrative support and
project coordination for the Director of Loss Control and other staff members.
The Executive Assistant is responsible for administering the Pool’s Video
Training Library, and for executing the "Safety Partners" Matching
Grant Program. The Assistant also directs the department’s information
technology efforts and organizes software support.
Executive Assistant Lottie Scobee has served TML Pool members since
September, 1999. Scobee has been an executive assistant for over 25 years, and
has continued her education through numerous professional workshops directed at
sharpening her office and technical skills. She has lived in Tennessee
since 1989, and takes an active role in assisting Pool members with various
loss control needs. Scobee is active with the Tennessee Public Risk Management
Association (TnPRIMA) as their annual conference event planner and was
recognized by the international Public Risk Management Association (PRIMA) as a Chapter Service Award winner in 2006 at the
organization's annual conference in Las Vegas.
Consultants
Casualty Consulting Service:
Loss Control Consultants conduct individual casualty site surveys for each Pool member
within their assigned region. They review and evaluate departmental operations
with the intent of identifying various risk exposures, and recommending an
appropriate course of action to adequately protect the best interest of the
Pool member and the TML Pool membership as a whole. Consultants also assist the
Director in providing member training programs, in developing publications and
bulletins, and are assigned special projects.
Judy J. Housley, ARM-P
East Tennessee Loss Control Consultant Judy J. Housley, ARM-P, has served TML
Pool members since May 1986. A native of Harriman, Housley is a graduate of the
University of Tennessee
(B.S., 1976), and earned the ARM designation in 1989, and completed the RMPE
certificate in 2004. She has previous local
government experience with Knox
County
and the City of Oak Ridge. Housley
is also a frequent speaker at meetings and conferences of TnPRIMA,
Tennessee Recreation & Parks
Association, and the Tennessee Association of Housing and Redevelopment
Authorities (TAHRA), among others.
Chester Darden
Middle Tennessee Loss Control Consultant Chester Darden began work for the
TML Pool in November 2006. A native of
Hohenwald, Darden is a graduate of Bethel College, and has previous local
government experience as City Recorder for Hohenwald. He has a diverse public
service background in the state of Tennessee, with 20 years of prior public
sector experience, including service with the Tennessee Department of
Transportation. Darden was very active with the Tennessee Association of
Municipal Clerks and Recorders (TAMCAR), had served on the Education Committee,
and was elected Treasurer shortly before coming to work for the TML Pool.
R. Paul Chambliss, J.D.
West Tennessee Loss Control Consultant Paul Chambliss, J.D., has served
TML Pool members since July, 1993. A native of Jackson, Chambliss is a graduate
of Jackson State College (A.S., 1978), Lambuth
College (B.S., 1980), and the
Nashville School of Law (J.D., 1986). His previous local government experience
includes four years as Assistant to the Mayor of the City of Jackson.
In addition to assisting west Tennessee Pool members with their loss control
needs, Chambliss has served as President of TnPRIMA (2005) and on its Board of
Directors for a number of years.
Property Consulting Service: Property Conservation
Consultants conduct site surveys for each Pool member within their assigned
region and document the insured property for the TML Pool Underwriting
Department. They audit existing and newly acquired property, and review property
conservation practices for their regional members.
William P. "Bill" Magoon
Property Conservation Consultant Bill Magoon is a graduate of Cleveland State
Community College (A.S. Business Administration 1991). He began work for the
Loss Control Department of the TML Risk Management Pool in July 2001. He also
successfully completed the 36-hour coursework on "Property Loss Control for
Insurance Property Specialists" at Oklahoma State University in 2006. He has 30
years experience working in the public sector, including service as Public Works
Director & Building Inspector and later City Manager for the City of
Collegedale.
Andrew C. Lacewell
Property Conservation Consultant Andy Lacewell is a native of South Fulton,
Tennessee, and a graduate of The University of Tennessee at Martin (B.S. 1995).
He began work for the Loss Control Department of the TML Pool in November 2006.
Lacewell has experience working in the public and private sectors, as well as
the insurance industry. He began his career with the Tennessee Department of
Health in 1996 as a Public Health Representative for the West Tennessee Region.
In 2002, he began working with the Liberty Mutual Insurance Company, first in
Union City, Tennessee and later in Brentwood. While at Liberty Mutual, he was a
Senior Claims Consultant and, among his many responsibilities, was responsible
for managing complex workers' compensation claims and assisting the Loss
Prevention program.
UNDERWRITING
Jon Calvin
Director of Underwriting
Provides direction for underwriting staff as respects rating, policy
construction, exposure analysis and coverage issues. Pricing and analysis of
exposures for all quotations and new business.
Pam Lennon
Senior Underwriter
Renewal pricing and analysis of exposures presented with the use of various
computer systems. Responsible for processing renewals and providing service to West
Tennessee members. Pam has been underwriting TML Pool business
since 1991.
Jodeen Baumann
Underwriter
Policy rating, construction, and maintenance for Tennessee
members. Technical support functions. Jodeen has been with the TML Pool since
June 2000.
Doris Baron
Underwriting Assistant
Policy rating, construction, and maintenance for Tennessee
members. Technical support functions and administrative assistance for
underwriting department. Doris has been with the TML
Pool since June 2001.
FINANCE
Charles DeMore, CPA
Chief Financial Officer
Responsible for overall financial and related operational results of
organization. Chief Financial Officer continuously monitors financial status,
cash-flows, compliance processes and forecasting projections.
Amanda Shrum, CPA
Controller
Responsible for accuracy of financial statements and the source documents
supporting the final statements. Supervises daily workflow issues within the
finance department. Assists Chief Financial Officer with special projects.
Karen Moore
Accountant
The Accountant is responsible for all journal entries and updates to the
general ledger, and any changes to the chart of accounts. Prepares monthly bank
reconciliations and maintains the investment accounting software. She is also
responsible for quarterly claims audits.
Karen has Bachelor of Science degree majoring in accounting. She has fifteen
years of experience producing financial statements, and has been with the TML
Pool since 1992.
Betty Stoltz
Accounts Clerk
The Account Clerk prepares all invoices and statements and handles posting
of all cash receipts. She also generates all annual Workers' Compensation audit
billings.
Betty began working with the TML Pool in April 1986. Betty had 16 ½ years in
accounting related work experience prior to joining the TML Pool.
Kathy Rose
Executive Assistant
Responsibilities include verification, coding and check issuance of all
corporate accounts payable. She is also responsible for data input into fixed
asset system and serves as administrative assistant to the finance department.
Kathy has worked with the Pool since March 1995. Kathy’s prior experience
includes administrative and accounting related duties.
ADMINISTRATIVE SERVICES
Jeannette Davis
Administrative Assistant
The Administrative Assistant Jeannette Davis provides administrative
assistance to the TML Pool President and Board of Directors. Davis
also provides direction for the receptionist and front office. She designs and
develops or assists with design and development of various Pool publications.
Assists with seminars and other member education program preparations and
registrations, both in-house and onsite. Maintains client database.
Billie Ann White
Receptionist
Receptionist duties. Provides miscellaneous administrative support and
assists with various administrative assignments and special projects.
Anthony Ponessa
Systems Manager
The Systems Manager is responsible for maintaining and enhancing the TML
Pool data network systems.
Anthony has been with the Pool since 1992, holds an A.S. degree in Computer
Technology and is Microsoft and Novell certified.
Jia Zhuang
Senior Systems Analyst/Programmer
Jia is responsible for computer
systems analysis, design and application development. He ensures application programs work properly
and keeps current application up to date as necessary.
Jia received his M.S. in computer
information systems from Middle Tennessee State University in 1994, M.A. in economics from Harbin
Institute of Technology, China, 1988 and B.A. in accounting from
Heilongjiang Bayi
Agriculture University, China, 1982.
He was a computer consultant for six years prior to joining TML Pool in
January 2002.

PRS has been handling the Pool’s claims duties for 15 years. PRS is a captive
claims organization in that the Pool is its’ only client, therefore its’ expertise and only focus is governmental entity claims.

Jim Morrison, C.P.A.
President & Chief Executive Officer
Jim’s background is public accounting where he performed financial and
operational audits, claim reviews, reserve analysis, systems analysis and
integration, litigation support, and management advisory services to insurance
companies, self-insured organizations, and financial institutions. Jim has been
in the insurance industry for 20+ years and with PRS for nearly 14 years.
Elmer Cook
Vice-President Claims
Elmer has been in the casualty claims business almost 30 years and began his
career with American Mutual Insurance. He came to PRS in 1987 as claims
manager.
CLAIMS SUPERVISORS
Michele Williams
Claims Supervisor
Assignment/Supervision of Workers Compensation claims. Liaison for claims
education for members. Maintains pending caseload. Michelle has 18 years of
insurance experience and has been an adjuster for approximately 12 years. She
has been with PRS for 4½ years.
Bob Bell
Claims Supervisor
Assignment/Supervision of Liability and Property claims. Liaison for claims
education for members. Maintains pending caseload. Bob entire work career of 25
years has been in the insurance industry and has been a claims supervisor for
2½ years. He has been with PRS for 7 years.
Ted W. Brothers
Field Claims Investigator
Outside investigations of Liability and Workers Compensation claims. Ted has
43 years of insurance industry experience and has been with PRS for 13 years.
He also has accounting/bookkeeping experience.
Danya Feinstein
Liability Litigation/Large Loss Specialist
Focus on large loss exposures. Handle and coordinate Errors or Omissions,
Civil Rights, and Employment lawsuits. Danya has 21 years of insurance
experience and has been with PRS for 15 years. She has been in her present
position for two years and also has six years experience with DHS.
CLAIMS REPRESENTATIVES
Bill Wright
Investigates and monitors Liability and Workers Compensation claims.
Janice Wright
Investigates and monitors Liability and Workers Compensation claims. Janice
has 15 years of insurance experience and has been a claims adjuster for 10
years. She has been with PRS for four years.
Dennis Dalton
Investigates and monitors Liability and Workers Compensation claims. Dennis
has been employed as a senior claim rep since January of 1978. He has
experience in multi-line claims with emphasis on liability and property losses.
Dennis has been with PRS for five months.
Sherry Austin
Investigates and monitors Liability and Workers Compensation claims. Sherry
has been in the insurance industry for 23 years and has been an adjuster for 19
years. She has been with PRS for two years.
Pam Dickover
Investigates and monitors Liability and Workers Compensation claims. Pam has
four years of insurance experience and was an adjuster for 10 years. She has
been with PRS for two years and had also worked 10 years with the State of
Tennessee
in the Criminal Injury Division.
Michelle Vickers
Investigates and monitors Liability and Workers Compensation claims. Michele
has been in the insurance industry for 14 years and has been an adjuster for
six years. She has been with PRS for almost three years.
Carol Cobb
Investigates and monitors Liability and Workers Compensation claims. Carol
has almost 13 years of insurance and adjuster experience. She joined PRS as a
work compensation adjuster in January 2000.

Transcription for claims staff. Clerical support for President and
Vice-President of Claims.
Traci Yash
Administrative Assistant
Transcription for claims staff. Traci has been with PRS for approximately 2
years with eight years experience in the business world.
Kathy Bourgoin
Senior Support Representative
Primary claims support for Workers Compensation department also provides
support for Liability. Kathy has 14 years of experience in the insurance
industry and has been with PRS for 13 years; she has been senior support
representative for one year.
Charlotte Hunt
Support Representative
Claims support for Workers Compensation department. Charlotte
has been with PRS for 11 years and has 22 years of experience in the insurance
industry.
Diane Roseberry
Senior Support Representative
Claims support for Liability department. Diane has 18 years of
insurance-industry experience and has been with PRS for 7 years. She has been
senior support representative for one year.
Linda Conklin
Support Representative
Primary claims support for Liability and also provides support for the
Workers Compensation department. Linda has been with PRS for one year and has
four years of banking experience and 12 years of experience in property
management.
Sue Tomlinson
Support Representative
Claims support for Workers Compensation department.
Receptionist
Additional support assistance to Liability and Workers Compensation
departments. Directs incoming calls, opens and sorts mail.
